Dr. Chao’s research bridges developmental science, education, and public policy. She has collaborated with local governments in Taiwan to develop, implement, and evaluate evidence-based family intervention programs in both urban and rural communities, supporting stronger parent-child and family relationships.
Her extensive experience in program development, implementation, and evaluation has equipped her to create user-friendly evaluation toolkits that make evaluation processes more accessible, practical, and efficient for organizations and practitioners.
Dr. Chao also worked at the National Academy for Educational Research in Taiwan, where she analyzed quantitative data from more than 1,000 Indigenous students and contributed policy recommendations aimed at increasing access to higher education. This experience enables her to translate data into actionable, evidence-based recommendations that strengthen programs and inform decisions.
